Payroll vs HRMS: What's the Difference for Kenyan Businesses
The difference between payroll software and a full HRMS, when you need which, and what Kenyan SMEs actually buy.
Payroll software and HRMS software overlap. Most vendors selling one also sell the other. Most businesses use both terms interchangeably.
They are not the same thing, and understanding the difference is the difference between buying the right tool and buying the wrong one.
The short version
Payroll software calculates and processes employee pay. It handles salaries, statutory deductions, payslips, and the monthly filings with KRA, NSSF, and SHIF.
HRMS software manages the entire employee lifecycle. Payroll is one module within it. It also handles recruitment, onboarding, employee records, timesheets, leave, performance management, training, and more.
The distinction: payroll software is a specific function. HRMS software is a system that contains the payroll function plus everything else HR does.
What payroll software does
Every payroll system has to do the same core things.
Calculate gross pay per employee. Base salary, allowances, overtime, bonuses, and any other earnings.
Calculate statutory deductions. PAYE per the tax bands, personal relief, SHIF, NSSF, and Housing Levy. Getting these wrong is a compliance failure with penalties.
Calculate net pay. Gross minus deductions.
Produce payslips. Every employee has a legal right to a payslip showing their gross, deductions, and net.
Produce the P10. The annual PAYE return filed with KRA.
Produce monthly statutory schedules. NSSF, SHIF, and Housing Levy schedules for monthly filing.
Generate the payment file. For paying salaries by bank or M-Pesa.
That is what payroll software is. It is one function, done thoroughly.
What HRMS software does
HRMS is the same payroll function plus everything else HR does.
Employee records. Contact details, contracts, statutory identifiers, salary history, document storage.
Recruitment. Job postings, applicant tracking, interview scheduling.
Onboarding. New hire checklists, document collection, contract issuance.
Time and attendance. Clock-in systems, timesheets, shift scheduling.
Leave management. Accrual tracking, approval workflows, balance reporting.
Performance management. Goals, reviews, feedback cycles.
Training and development. Course tracking, certifications.
Compliance. Employment law compliance tracking, statutory reporting, audit trails.
Reporting and analytics. Headcount, turnover, cost analysis, workforce planning.
Payroll. The same functions listed in the previous section.
That is what HRMS software is. It is the full HR function, of which payroll is one part.
When a business needs payroll software only
Three scenarios.
Few employees, simple payroll. A business with 5 to 15 employees, all salaried, with no casual staff, and no plans to grow significantly. Payroll software handles this completely. An HRMS would be paying for modules that will never be used.
Payroll is the entire HR function. If the business does not do performance reviews, does not run training programmes, does not have a recruitment pipeline, then an HRMS is overkill. The business has one HR problem: paying people correctly. Payroll software solves it.
Existing systems handle other HR work. Some businesses already have manual systems for leave and timesheets that work fine at their size. The only gap is payroll, and payroll software fills that gap cheaply.
When a business needs an HRMS
Three scenarios.
Growing beyond the manual systems. Once a business hits 30 to 50 employees, manual leave tracking, timesheet collection, and employee record keeping all break. At that point, the payroll function is still important, but the other HR functions are now significant too. An HRMS makes sense.
Multiple locations. When the business has staff across multiple branches or locations, the coordination of payroll, leave, and timesheets across locations becomes complex enough to justify a full HRMS.
Dedicated HR function. When the business has a dedicated HR manager (or is about to hire one), that person needs a system to run everything they do. Payroll software alone is not enough.
The overlap problem
The overlap between payroll software and HRMS software is where businesses get confused.
A business buys an HRMS expecting to get world-class payroll. Then discovers the payroll module is mediocre compared to a dedicated payroll tool. Or the business buys payroll software expecting to get HR records, then discovers it is only payroll.
The right question is not “payroll or HRMS.” It is “which functions does the business actually use every week, and which does it need done well?”
For most Kenyan SMEs, the answer is: payroll done well, plus employee records and leave tracked somewhere. If that “somewhere” can be the same system as payroll, that is the right product. If the “somewhere” needs to be a full HRMS to be useful, that is a different product.

How Sentibooks fits
Sentibooks is not a full HRMS and is not trying to be. It handles the HR functions that a Kenyan SME actually uses: employee records, timesheets, leave management, and payroll with full statutory calculation.
A business that needs recruitment, performance reviews, and training management is looking at a different category of software, and probably at a different stage of its growth.
A business with 5 to 50 employees that needs payroll done accurately, leave tracked properly, and employee records kept in one place will find all of that in Sentibooks. It will also find the full accounting function that payroll flows into, which most dedicated payroll tools do not include.
That combination, payroll plus accounting plus the core of HR, is what most Kenyan SMEs actually need. Not a full HRMS, and not just a payroll tool.
